What is up with my parakeet? biting?

He is weird....ill put my hand next to the cage and he will try to bite my finger through the bars, so I figure he is trying to attack me cause he will do it so fiercely. So I leave him alone, then as soon as I go away, he starts to tweet really loud until I come back...what's up with this bird?
